The Financial Management Specialist will play a key role in advancing these objectives, supporting both World Bank-financed projects and broader governance reforms in Bangladesh.
Duties and Responsibilities
The Financial Management Specialist will:
- Evaluate Financial Management Systems:
- Assess the financial arrangements of World Bank-funded projects to ensure they meet international standards and Bank requirements.
- Oversee project implementation to ensure fiduciary responsibility and adherence to compliance standards.
- Strengthen Capacity and Accountability:
- Conduct training and capacity-building programs for government officials and project staff to enhance financial accountability and transparency.
- Collaborate with governance teams to deliver innovative solutions for financial management challenges.
- Contribute to Policy Development:
- Develop thematic notes and contribute to regional and global policy initiatives.
- Share knowledge and expertise to inform decision-making and improve governance systems.
- Provide Advisory Services:
- Offer technical advice on public sector financial management, leveraging international best practices.
- Analyze financial statements, audit reports, and propose remedial actions to strengthen governance.
Who Should Apply?
The World Bank is seeking highly qualified candidates with the following credentials:
Professional Qualifications:
- A qualification as a Certified Professional Accountant (CPA), Chartered Accountant (CA), or an equivalent credential.
- A Master’s degree in Accounting, Finance, Economics, Business, or a related field.
- Experience:
- At least five years of post-qualification experience in auditing or financial management, preferably with public sector expertise.
- Familiarity with Bangladesh’s financial systems and World Bank practices is a strong advantage.
- Skills:
- Expertise in budgeting, accounting, financial reporting, internal auditing, and cash management.
- Knowledge of international financial standards, such as IFRS, IPSAS, and ISSAI, as well as the COSO framework.
- Communication and Teamwork:
- Excellent proficiency in both written and spoken English communication.
- Proven ability to work collaboratively in multi-disciplinary, international teams.
- Organizational Skills:
- Demonstrated capacity to manage multiple tasks and deliver high-quality results on time.
